Nope, that check is present for several years. Even if you install the very first release of Steam, it will still need to update. If you are trying to get the older GUI, there are many Skins for that. I must have a bugged version backupped then? That, or one of my friend patched it or something. Because I can't recall ever doing that myself.

Mine says 4. I see the problem! The older version checks for updates 'after' I logged in.
