You can also follow these steps: Plug your device into power and connect to the internet with Wi-Fi. If you see two software update options available, choose the one that you want to install. Tap Install Now. If you see Download and Install instead, tap it to download the update, enter your passcode, then tap Install Now.

Indeed it's how I got iOS 7, but it's way too flaky now. I've had the same issue, when I had connectivity issues - you're right, it never does appear to resume. Get the latest version for your device. This is not a way to downgrade your iOS, merely to fetch the current one by an alternative method. If you still have difficulty resuming, then use a separate downloader app, SpeedDownload for Mac or Wget for Windows, etc.
